Europe is in the middle of a historic heatwave, and even something as specific as air conditioning has become a political battleground. As France suffocated under record temperatures this past week, Marine Le Pen, leader of the far-right National Rally group in the French National Assembly, seized the moment to relaunch her signature proposal: a nationwide air conditioning rollout for hospitals, nursing homes, and schools. Defending the plan on France Culture, the far-right leader drew a direct line between herself and environmentalists, framing belief in technological progress as the responsible position and the ecologist camp as the obstacle: unlike environmentalists, she said, she believes humanity has the ingenuity to find the technological and scientific solutions needed to keep living comfortably through the climate change we're experiencing. Pressed on what was actually failing the public during the heatwave, she didn't point to emissions, energy policy, or building codes; instead, she pointed to politics itself, calling political decision-making the weak link (France Info, 2026a; L'Info Durable, 2026).
It's a strategically convenient framing. It lets the far right appear pragmatic and humane, who, after all, is against helping hospital patients and the elderly survive deadly heat, while quietly sidestepping the fact that the Rassemblement National's broader platform does essentially nothing to reduce greenhouse gas emissions, and in several cases actively works against it: a moratorium on renewable energy, the dismantling of wind farms, and steep cuts to fuel taxes. Air conditioning becomes the visible, popular half of the argument; opposition to climate mitigation becomes the part that goes unmentioned. It's an effective move because it starts from something real. Air conditioning adoption across Europe remains strikingly low compared to other wealthy regions: while nearly 90% of US households have AC, and Japan, a country that also endures harsh winters, reaches 91%, the figure across Europe sits around 20%, and even lower in northern European countries (IEA, 2018; Neubauer, 2024). What the narrative conveniently leaves out is that air conditioning was never a climate policy. At best, it's an emergency stopgap and at certain scales, part of the problem itself, since it spikes electricity demand exactly when grids are most strained, and generates urban heat islands that make conditions worse for people who have no access to it at all. Reducing the public conversation to "pro- or anti-air-conditioning" is a deflection, not a policy proposal.
During the week of intense heat (June 22 to 28, 2026), France recorded around 1,000 excess deaths at the height of the heatwave, according to the country's public health agency, while the World Health Organization tallied more than 1,300 excess deaths across Europe since June 21. Roughly 85% of the French victims were 65 or older (Euronews, 2026; NBC News, 2026). WHO Director-General Tedros Adhanom Ghebreyesus put it bluntly: European homes, workplaces, and schools simply weren't built for these temperatures, and Europe is now the fastest-warming continent on Earth, heating at twice the global average.
A rapid attribution study published this week by World Weather Attribution found that the level of heat and humidity recorded was virtually impossible without human-caused climate change, and is roughly 200 times more likely today than it was twenty years ago. This isn't a freak anomaly. It's the new normal colliding with infrastructure designed for a climate that no longer exists, or, if it still exists, it has at least opened the way for something even more alarming.
And it’s important to mention that the infrastructure problem isn't only residential. In Leipzig, the extreme temperatures caused the sealant around tram tracks to melt and seep into switches, forcing the city's entire tram network to suspend operations. In Berlin, police repurposed water cannon vehicles that were usually reserved for crowd control to spray cooling mist over residents gathered at the Brandenburg Gate, Potsdamer Platz, and concert venues. France spent €100 million in emergency funding just to get fans and cooling equipment into hospitals, purchasing 30,000 air conditioning units for healthcare facilities almost overnight (ABC News, 2026; France Info, 2026b). These are symptoms of an entire system, not just individual homes, engineered to retain heat rather than release it.
This may be the most important and least discussed dimension of the crisis: the heatwave isn't just killing people, which is already a big problem, but it's also exposing the obsolescence of a foundational assumption of European urban life. For centuries, architecture and city planning across the continent were organized around a simple premise that summers are short, mild, and predictable, and the real enemy to guard against is the cold. Heavy thermal insulation, small windows, limited cross-ventilation, dense compact cities: all of this works very well at retaining heat through winter. It works terribly when the challenge flips.
Energy poverty in Europe has historically meant being cold. That's the risk social protection policy was designed to mitigate: heating subsidies, insulation programs, winter fuel poverty schemes. But the risk has shifted direction, and the protective architecture hasn't caught up. Summer has become the new threat, and the same insulation that kept the cold out now traps heat inside, turning homes into ovens precisely when residents need relief the most.
This mismatch produces a form of inequality we're only beginning to name. Climate vulnerability used to mean not being able to afford the heating bill. Now it also means not having access to air conditioning, or not being able to absorb the higher electricity bill that comes with running it. It means not being able to adjust your daily routine to a summer that, in central Europe, now offers roughly 17 hours of daylight, an exposure window that work schedules, school calendars, and shop hours were never designed for. Paris closed the Eiffel Tower and the Louvre early for days on end; schools suspended classes across the country; in Berlin, police used water cannons to cool down crowds in the street (France 24, 2026). These are emergency responses, not structural ones, putting out a fire with a bucket when the building itself needs to be rethought.
It's precisely in that gap between emergency and structure that the far right finds fertile ground. By turning air conditioning into a culture-war symbol where environmentalists supposedly stand between you and relief, it shifts public debate away from a far more uncomfortable question: why didn't Europe invest, over decades, in urban infrastructure, architecture, and planning adapted to a climate scientists had already been warning about for years? It's easier to blame a political movement than to acknowledge a collective, decades-long planning failure.
This puts the European Union in front of a contradiction it had largely managed to avoid until now. The bloc presents itself internationally as a global leader on climate policy with ambitious emissions targets, an energy transition process, carbon neutrality by 2050, and more. But the current crisis demands, in the short term, almost the opposite of what that long-term goal requires: more cooling-related energy consumption, more air conditioners installed in a rush, more emergency cooling infrastructure, and it’s exactly the kind of energy demand decarbonization targets are meant to reduce.
Protecting the most vulnerable population right now, primarily elderly and isolated people, who make up the overwhelming majority of victims, pushes toward fast, individual fixes. Meeting the long-term climate commitment pushes the opposite direction: less reliance on artificial cooling, more investment in structural solutions including reflective roofing, urban green space, thermal retrofits designed for heat rather than just cold, city redesigns to reduce urban heat islands. These agendas aren't mutually exclusive, but they compete for political attention and resources on a timeline far shorter than the one electoral politics usually allows.
After an alarming week of intense heat, it's safe to say that the "gradual evolution" model of European climate policy no longer matches the speed of the crisis itself. The idea of slowly adapting building codes, urban planning, and social protection over decades made sense when warming felt like a distant threat. A thousand deaths in France in a matter of days, and temperature records falling one after another in Germany, Poland, and the Czech Republic, show that distance no longer exists (NBC News, 2026; Wikipedia, 2026).
The real debate Europe needs to have isn't whether to install more air conditioners. It's how to rebuild and protect its cities for a climate that has already arrived without letting that debate get hijacked by those who would rather use the summer's dead as political ammunition against the very people trying to solve the problem at its root.
